Mr. Chapman has been performing the duties of that Office, for which his knowledge of the Chinese language has fitted him, in addition to his own.
It is proposed that he should continue to do so, the Office of Chinese Wardmaster being merged in his. A saving of thirty-five dollars a month will thus be effected; and this will counterbalance the increase proposed.
I may add that Mr. Chapman has, in addition to the duties I have above referred to, the entire control of the Chinese Staff of the Hospital. He has, I am informed, proved himself a most efficient and trustworthy officer; and, in the presence of the facts to which I have drawn Your Lordship's attention, I beg to submit for Your Lordship's favourable consideration the proposal for improving his position.
Should Your Lordship approve of the above-mentioned proposal being carried out, I should be glad if Your Lordship would inform me by telegraph.
